This mod makes it so all cops, SWAT, Merryweather and guards spawn with miniguns making police shootouts that additional bit difficult. Helicopter gunners solely spawn with CombatMGs as they can’t use miniguns in a chopper seat.
Set up:
Open replace.rpf utilizing the most recent OpenIV
Navigate to frequent/information/ai
Backup your loadouts.meta file so you don’t lose it. You’ll NOT be capable of play multiplayer with a modified meta file.
Allow edit mode, then drag and drop loadouts.meta into OpenIV

Try to make it so FIB spawn with Miniguns for mods that allow FIB in police chases.
I’ll make it so different NPCs have totally different weapons relying on what I might be bothered to do.
