That is an open supply LUA plugin so you will want the LUA plugin. Additionally, you will want ScriptHookV.
This Plugin Spawns a bunch of SWAT characters with Particular Carbines that can comply with you round, drive with you, assault with you, and get in your vehicles.
Simply unpack the SWATteam.lua into the scripts/addins folder in your GTA listing.
Press F3 to spawn them!
