These are sounds of the Toyota GTONE Highway Model 1998 from Gran Turismo 2 which have been tailored to GTA SA by me. They exchange Audio banks 096 and 097, which have an effect on these vehicles:

The sounds is not going to be utterly similar to the sounds in Gran Turismo 2, since that recreation handles audio otherwise and makes use of many extra/completely different audio recordsdata at completely different pitches and ranges, however these sounds ARE nonetheless instantly from Gran Tursmo 2.
