Strange Traffic/Time Stops Only Peds

This makes all peds freezes including drivers becoming dead but however ghost cars are still going and it doesn’t affect any scripted/mission/cleo NPCs.
Any Missions still can be played normally in a strange traffic.
Type this cheat “freeze”
