Huang Lee
Huang Lee, 25 years old, is the protagonist of the game, born in Hong Kong and a member of the Chinese Triad.
After his father’s murder, Huang is called to Liberty City by his uncle Wu “Kenny” Lee to deliver a precious family sword, the Yu Jian, to ensure the control of his family over the Triads.
But what was to be a quick delivery service turned out to be a dangerous adventure as soon as he arrived at Liberty City Airport, to claim his father’s assassination and his family’s honor.
Wu “Kenny” Lee
Wu “Kenny” Lee is Huang’s uncle, and he’s in charge of the Chinese Liberty City Triads. He owns the famous Chinese restaurant called Sum Yung Gai.
Kenny’s inability to present himself to Hsin with the sword forced him to retire as a potential new leader.
While his nephew is busy finding his sword, Kenny will take care of those who try to hinder his business.
Ling Shan
Ling is a girl from Chinatown whose good-looking actually hides killer skills.
Grown up in rice and martial arts, she works for her uncle Kenny and she will teach Huang the art of fighting that he will need to survive in the dangerous streets of Liberty City.
Hsin and Chan Jaoming
Hsin Jaoming, 73 years old, has been the boss of the Chinese triads of Liberty City for over twenty years.
Hsin is allegedly guilty of several murders and has been arrested on three occasions: in 2002 for extortion, in 2004 for assault and in 2005 for racketeering and criminal association. He is looking for a real leader to succeed him in power.
Forty-year-old son Chan is competing with Zhou Ming to replace his father in his important position and position.
He was arrested on two occasions: in 1999 for possession of heroin and in 2003 for extortion. He can be described as a playboy, a drug addict and too stupid to inherit his father’s position as leader of the Jaoming family.
Zhou Ming
Zhou Ming, 38, is the leader of the Ming family in Liberty City. He is a partner of Chan Jaoming and suspected of illegal operations and counterfeit goods.
He is competing with Chan Jaoming himself to replace Hsin Jaoming in his important position and position.
Wade Heston
Wade Heston is a Liberty City narcotics police officer who will work with Huang Lee after he manages to save his life.
His lonely life engages him totally in his work, even if every now and then he will be able to grant himself more or less legal “freedoms”. He will prove to be a very important figure during Huang’s life.
Rudy D’Avanzo
Rudy D’Avanzo is an Italian-American belonging to one of the many mafia families of Liberty City. His apparently friendly relations with the Triads will lead him to meet Huang, but on the other hand, he will inevitably clash with the Messina family.
After having deepened the “ties” with Huang, the latter will discover the true nature of the mafia and not only.
Lester Leroc
Lester Leroc is a private investigator who will be paid by Hsin to find out what is happening within the Angels of Death motorcycle gang. The man will engage in non-stop marathons of festivities and drugs, in order to get the important information he needs.
The physical aspect will not be on his side, but in one way or another, between one donut and another, he will manage to gain the trust of the Lost.
Xin Shan
Xin Shan is the brother of Ling Shan, one of the first people Huang met when he arrived in Liberty City. He lives in Chinatown, but his relationship with Huang will be anything but friendly.

Melanie Mallard
Melanie Mallard, who will only appear in the PSP version of Grand Theft Auto: Chinatown Wars, is an aspiring journalist and documentary filmmaker.
By trying to film the criminal activities of the Chinese Triads in Liberty City, Melanie will be able to make a deal with Chan Jaoming to get a “behind-the-scenes” view of the business, hoping to discover something that can change her career dramatically. But the reporter will be involved more than she could have hoped.
