Grand Theft Auto: Liberty City Stories is set in 1998, three years before the events of GTA III.
The main character is Tony Cipriani, an Italian-American man who works for the mafia.
He has just returned to Liberty City after murdering a powerful man on behalf of the Leone family, and hopes now to be treated as God commands.
Having arrived at the Leone, Tony immediately finds himself having to “participate” in an irritating situation: Vincenzo Cilli, had by now made his way through the hierarchy of the Leone and had become one of the advisers. Vincenzo has been entrusted with the task of dealing with Tony, who is obviously not happy with all this; Cipriani is required to obey the orders of Don Salvatore Leone.
After some time, as soon as Tony starts to climb the hierarchy, Vincenzo becomes jealous and during a mission on his behalf, sends him to retrieve one of his cars, supervised by the police, which however will be demolished for revenge by Tony himself.
Tony meets in Liberty City an old acquaintance of his, JD O’Toole, who belongs to the family of Sindacco, decides to change his mind (because the latter despises him being of Irish origin) and work for the Lion. Thanks to O’Toole who reveals all the weak points of the Sindacco, Tony succeeds in one of the missions to save the Don and take him to his villa which in turn promises more important tasks.
Meanwhile, after visiting his mother (who had placed a bounty on his head) to get his respect and after the Leone family had gotten into new trouble fighting with the powerful Sicilians and with the Forelli and Sindacco, Vincenzo wants to apologize to Tony for everything he has done and invites him for an appointment on a ship: obviously it is not an appointment, but an ambush that he can avoid and in which he is able to take Vincenzo out.
Cipriani works for Don Salvatore’s woman, Maria, but it won’t be easy… Maria has a very strange character (using various drugs) and in addition she fell in love with Tony: he finds himself not infrequently saving Maria’s life, who risks being killed several times.
The quotation of the Lions with the Sicilians, in the meantime, has become unsustainable; Don and Tony are forced to jump from the bridge still incomplete because of a strike to get to Stauton Island and discover the real intentions of the Sicilians, allied with Forelli, Sindacco, Triade and Diablo.
At Stauton Island, Tony meets Donald Love, a billionaire who aspires to become mayor of Liberty City; Cipriani helps him to become mayor but fails and Donald falls into a period of total depression and poverty.
Cipriani tries to help his friend recover while Salvatore tries to discover the much desired plan of the Sicilians… the Don is in ambush and comes, after a series of hot events, arrested by the FBI and taken to the prison of Shoreside Vale.
Salvatore thinks it’s Sindacco’s fault that he went to jail and orders Tony to eliminate their boss, known as Paulie Sindacco; done this, the Lions increase control of the area. But the Lions continue to be pressed by the Forellis, the Diablo, and now also by the Yakuza.
Meanwhile Cipriani finds Donald (who on his side lives as a beggar at Shoreside Vale) and makes him multimillionaire by stealing the Panlatic Corporation project and blowing up a construction site with the help of 8-Ball, an explosives expert who provides Tony with a truck full of dynamites that explodes in the Fort Staunton area causing the death of the Forelli leader, Franco.
Love, who has become rich again, moves to a villa in Shoreside Vale, and unfortunately is forced to leave the city by the arrival of the members of the Colombian Cartel that Tony will get rid of.
The Don is released on bail by the mayor of Liberty City, O’Donovan, who is kidnapped by Massimo Torini, the head of the Sicilian mafia. The mayor is then freed by Cipriani and Salvatore who decide to go and save him; in this mission, Torini tries to escape in a helicopter that Tony knocks down.
O’Donovan thus becomes a friend of the Leone. Finally, Tony, Salvatore and Torini’s uncle meet and swear that no other such event would ever happen in the city. The Lions have secured Liberty City.
